WASHINGTON – The Justice Department today announced that the Housing Authority for the city of Eastman, Ga., (EHA) has agreed to pay up to $320,000 to resolve allegations that it engaged in a pattern or practice of discriminating against applicants for housing and tenants based on race. The EHA is a public housing authority that provides housing for persons of low income in Dodge County, Ga. The EHA owns and maintains eight housing complexes in the city of Eastman and the neighboring town of Rhine, Ga.

The settlement was filed today in the U.S. District Court in Dublin, Ga., in conjunction with a complaint made by the Justice Department under the Fair Housing Act. The complaint alleges that the EHA maintained racially segregated housing by assigning applicants to vacant units based on race, rather than in order of their placement on the EHA’s waiting list. The complaint also alleges that the EHA subjected African-American tenants to inferior terms and conditions of rental.

WASHINGTON -- Following a sharp drop in the months immediately after expiration of the home buyer tax credit, pending home sales have modestly risen, according to the National Association of Realtors®.

The Pending Home Sales Index,* a forward-looking indicator, rose 5.2 percent to 79.4 based on contracts signed in July from a downwardly revised 75.5 in June, but remains 19.1 percent below July 2009 when it was 98.1. The data reflects contracts and not closings, which normally occur with a lag time of one or two months.

DALHART, TEXAS -- More than 5,060 acres of Dallam County agricultural land -- including irrigated farmland, dryland, CRP land and feedyard -- will sell at auction Monday, Sept. 13, with Westchester Auctions marketing the property and managing the sale.

The land, located northwest of Dalhart, Texas, will be offered in 15 tracts, ranging from five to 640 acres, according to Westchester's Scott Shuman.

Average price reaches the highest level in nearly two years.

HOUSTON — Closings of properties purchased through the federal homebuyer tax credit combined with the seasonal spring-summer uptick in consumer activity kept Houston-area single-family home sales in positive territory for a fourth straight month in June. However, expiration of the homebuyer tax credit slowed the brisk pace of sales volume that the market enjoyed in recent months.

The U.S. Senate has passed the National Flood Insurance Program Extension Act of 2010 (H.R. 5569) an extension of the National Flood Insurance Program until September 30, 2010. The House already passed the legislation so this will allow transactions to move forward. The bill is retroactive and covers the lapse period from June 1, 2010 to the date of enactment of the extension. An estimated 14,000 transactions per day had been stalled because of the lack of availability of flood insurance under the program.

Property sales in July slow as expected, as the brisk and early buying spree triggered by the homebuyer tax credit comes to an end.

HOUSTON - An anticipated property sales slowdown set into the Houston real estate market in July following the expiration of the federal homebuyer tax credit. The credit had propelled local home sales for four straight months beginning in March, however home sales suffered a double-digit decline in July. Despite the drop, the average price of a single-family home still managed to climb to a two-year high.

NEVADA -- New numbers released today show an increase in foreclosures across 75% of America’s metropolitan areas during the first half of 2010. Nevada is among the states worst hit by this increase, and the numbers show Las Vegas as the worst city in the entire country for foreclosures. One in every fifteen homes in Las Vegas has been foreclosed upon.

After a close brush with the deadline, Congress has passed an extension of the Homebuyer Tax Credit closing deadline, the Homebuyer Assistance and Improvement Act (H.R. 5623). The extension applies only to transactions that have ratified contracts in place as of April 30, 2010 that have not yet closed. The legislation is designed to create a seamless extension. The new closing deadline for eligible transactions is now September 30, 2010, pending the President’s signing the bill into law.

HOUSTON — May marked the third consecutive month of positive single-family home sales across the greater Houston area, as consumers continued to take advantage of the federal government's homebuyer tax credit. While the credit required homebuyers to have contracts in place by April 30, closings may take place until June 30.

WASHINGTON -- Pending home sales have risen for three consecutive months, reflecting the broad impact of the home buyer tax credit and favorable housing affordability conditions, according to the National Association of Realtors®.

The Pending Home Sales Index,* a forward-looking indicator, rose 6.0 percent to 110.9 based on contracts signed in April, from an upwardly revised 104.6 in March, and is 22.4 percent higher than April 2009 when it was 90.6. That follows gains of 7.1 percent in March and 8.3 percent in February.
